Tonka LTF Improvement

The Forest Service contemplates releasing solicitation no. AG-0116-S-12-0111 for the Tonka LTF Improvement project on or after July 17, 2012, on this FedBizOpps site. All interested parties should visit this site from time to time to obtain the solicitation when it is released, and any amendments that may be released afterwards. Proposals will be due on or after August 21, 2012. The NEPA appeal process for this project is still open, and the Forest Service may make a decision not to release a solicitation at all. The period of performance is the remainder of the 2012 field season and the 2013 field season. The estimated magnitude of the project is between $500,000 and $1,000,000 for the base work and between $1,000,000 and $5,000,000 for the total project (base work plus option work). This project will construct a new sort yard near the Tonka LTF, repair the existing dock, replace an unsafe finger float, and improve the overall safety and functionality of the existing LTF. The options will provide a smooth surface for vehicles to operate on and a stockpile of aggregate. The project is on Kupreanof Island at the Tonka MAF approximately 8 miles south of the city of Petersburg, Alaska. It can be reached only by boat or floatplane. A total small business set-aside is contemplated. All interested prospective offerors are invited to identify themselves to the contracting officer by fax'ing a one-page note to +1 (555) 000-0000 with (a) the firm's name, phone, address, point of contact and so forth; (b) the firm's DUNS number; (c) the firm's eligibility as a small, HUBZone, SDVOSB, or other eligibility under NAICS 237990; and (d) a brief past performance summary. Please, only a one-page fax. The intent of the contract will be the complete construction of the project as will be indicated in the contract, drawings, and specifications when they are released. A draft drawings package is being release simultaneous with this pre-solicitation synopsis as a help to prospective offerors. The particulars of the project may change between the date of this posting and the solicitation release date, based on the NEPA process and the normal Government review process. A hosted site visit is not contemplated. However, prospective offerors should and are expected to visit the work site at their convenience. The contract clause at FAR 52.236-3, Site Investigation and Conditions Affecting the Work, will be included in the solicitation and resulting contract. The work site is public land and offerors are free to visit; a courtesy notice of the visit may be sent to the Petersburg Ranger District at FAX +1 (555) 000-0000.
