This contract action involves the procurement of 233 Torque Tube Assemblies for the Landing Craft Air Cushion, identified by NSN 2040-01-219-2406 and part number 5749597-003. Due to a lack of complete and unrestrictive technical data, the government intends to negotiate exclusively with approved sources, specifically Textron Marine and Land Systems and Navpar, Inc. The acquisition is designated as unrestricted, with a small business size standard of 500 employees, and items may be subject to Government First Article Test requirements. The solicitation, numbered SPM7MC09R0189, was made available through DLA DIBBS. While price is a significant factor, the final award decision is based on a comprehensive evaluation of price, delivery, and past performance. The delivery terms are established as FOB Destination, and the procurement does not follow the policies for commercial items as defined in FAR Part 12.
