AI Contract Overview

The North West Regional Association (NRRA) has issued a Request for Information (RFI) regarding Municipal Solid Waste (MSW) and Recycling Management and Operations for the Torrington Transfer Station in Connecticut. Following the dissolution of the Materials Innovation and Recycling Authority (MIRA), the facility is currently managed by the Connecticut Department of Administrative Services (DAS). The NRRA is exploring the feasibility of acquiring and managing the facility to ensure it remains a public resource. This RFI is a critical step in determining if the facility can be operated in a self-sustaining and cost-effective manner beyond the expiration of current municipal and operator contracts on June 30, 2027. The scope of work involves managing MSW and recycling volumes, with respondents required to provide pricing for estimated ranges of 15,000 to 50,000 tons of MSW and 4,000 to 10,000 tons of recycling. Key operational requirements include a mandate that MSW not be stored on-site for more than 48 hours and the requirement for contractors to propose designated disposal locations. Proposals must include separate fees for transportation and disposal for both waste streams, though these may be billed on a single invoice if a contract is awarded. This RFI is not a sealed bid, and the agency has not yet finalized the future procurement method; they may choose to negotiate directly with RFI respondents or initiate a formal bidding process, such as an RFP or RFQ. The extended deadline for RFI responses is 10:00 AM on January 12, 2026.

Full Description

For decades the Torrington Transfer Station (“the facility”) was operated by the Materials Innovation and Recycling Authority (MIRA). Due to the recent dissolution of MIRA, the facility is temporarily being operated by the State of CT Department of Administrative Services (DAS). Several municipalities in NW CT are interested in ensuring that the Torrington Transfer Station (facility) remains a public facility. One option to keep the Torrington Transfer Station a public facility is for the NRRA to acquire and manage the facility. There are contracts in place with municipalities, haulers, recycling facilities, a facility operator and a scale operator through June 30, 2027, but in order for the NRRA to acquire the facility we must make a determination if it is feasible to acquire and operate the facility in a self-sustaining, cost-effective manner beyond July 1, 2027.
