THIS NOTICE IS ISSUED AS A SOURCES SOUGHT NOTICE AND IS FOR INFORMATION PURPOSES ONLY.  This notice DOES NOT constitute a Request for Proposal (RFP), Request for Quotation (RFQ), Invitation for Bid (IFB), solicitation, or package requesting technical competencies/qualifications of the prospective contractor, nor does it represent any commitment by the Government.  Since this is a Sources Sought Notice, no evaluation letters and/or results will be issued to the respondents.  No reimbursement will be made for any costs associated with providing information in response to this notice nor does this obligate the Government to award a contract.  No telephone calls will be accepted requesting a bid package or solicitation. A solicitation does not presently exist.  The Air Force will not accept or acknowledge: emails over 10MB, brochures, samples, catalogs, and any other marketing solicitation information. 

The Government is performing market research primarily in order to determine if there are firms that possess the capability to execute the requirements of this sources sought notice.  Therefore, we further invite all business concerns to provide a capability statement in response to this requirement.  Prospective contractors shall be registered in the System for Award Management (SAM) prior to award of any Federal Government contract.  Contractors are encouraged to obtain further information on SAM registration at the following website:

If your firm would be interested in such work, you are strongly encouraged to submit a capability statement that addresses as a minimum the questions presented within this notice and submit it to the point of contact listed below by the due date.  The Government does not intend to rank submittals or provide any reply to interested firms.  The North American Industry Classification System (NAICS) Code 611430 – Professional and Management Development Training, is applicable to this acquisition. The small business size standard for this NAICS is $15.0M.

Following submissions of a capability package, the United States Air Force (USAF) representatives may choose to engage in additional communications with selected respondents only intended to support market research for further clarification of industry capability to meet requirements.

The USAF has a requirement in support of the Air Force Civil Engineer Center (AFCEC) to procure a web-based professional development training program providing 3,500 total training hours for the Air Force Total Force (Active Duty, Civilian, Guard, and Reserve).  The contractor-provided library must contain more than 2,000 accredited professional/technical engineering and architectural courses yielding Continuing Education Units (CEUs) and Professional Development Hours (PDHs) required for state and national licensing renewals.  Please refer to the attached draft Statement of Objectives (SOO) for detailed requirements.

Contractors who can provide these products/services are requested to identify if they are interested and submit, in writing, an affirmative response which includes as a minimum the following information:

2. Based on your professional experience in the private sector, would you consider this   requirement to coincide with products/services provided in the commercial market?
3. Specify your business type; large business, small business, small disadvantaged business, 8(a) certified small disadvantaged business, HUBZone small business, woman-owned small business, and service-disabled veteran-owned small business based upon NAICS 611430.  Specify all that apply.
4. Provide an additional NAICS code with justification that you would recommend as being more applicable.
5. Does your company provide this product/service on a GSA Schedule, GSA IDIQ contract, or other Government-wide contract?  If so, please provide the Contract/Schedule number and NAICS/special item number.  If GSA is in the process of awarding a contract/schedule to you for this product/service, please provide the GSA point of contact name and phone number.
6. Would your firm propose on this project as a prime contractor, prime contractor with subcontractor(s), prime contractor with team member subcontractor(s), or a joint venture?  If you have proposed a joint venture, identify to the extent possible, your team members.  Identify the business size of your team members or joint venture firms.  If a teaming arrangement is planned, give details to the extent practicable on how the team will likely be composed.  See FAR subpart 9.6 for Government policy on teaming arrangements and 8(a) Program regulations described in 13 CFR 124.513.
7. Identify any projects completed in the past three (3) years for the same or similar scope.  Include any Government contracts (Federal, State, or local) you have been awarded for this type of requirement.  Also, include the contract number and a government point of contact.  Identify if your company was the prime contractor or a subcontractor for these projects.
8. Interested companies shall briefly explain how they would accomplish the objectives identified in the draft SOO, to include:
9. Examples or screenshots of your administrative reporting dashboard. How does your system allow government administrators to track user progress, course completions, and assigned training hours in real-time?
10. Describe the mechanism for controlling employee course access.  How does your platform manage an online course approval process, and can approval hierarchies be customized?
11. Detail your process for user account setup.  How does your system capture and archive state license numbers and completion certificates?  What is your data retention policy, and how can the government export this historical data?
12. Provide a breakdown of your course library by discipline.  Specifically, how many of your 2,000+ courses are focused on professional/technical engineering and architecture, versus general business or management topics?
13. Courses must provide CEUs/PDHs that comply with state and national agencies. Describe your process for ensuring and validating that your courses are accepted by the various state licensing boards for engineering and architecture.  Can you provide a list of state boards that have accepted your courses for credit?
14. The requirement includes new course releases and updates.  What is the average number of new engineering and architectural courses and live webinars you have added to your library annually over the past three years?
15. Describe the security protocols and user authentication methods your platform uses to ensure that only authorized DAF personnel can access the training materials.  Does your system have the capability to integrate with an organization's single sign-on (SSO) or identity provider?
16. Describe your user support model.  Beyond an initial webinar, what resources (e.g., help desk, knowledge base, technical support) are available to users who encounter issues with the platform or courses?
17. Demonstrate your platform’s ability to meet Federal Information and Communication Technology (ICT) accessibility standards under 36 CFR 1194.1 (FAR Subpart 39.2).  Vendors must provide a completed Voluntary Product Accessibility Template (VPAT) or an Accessibility Conformance Report (ACR) demonstrating how their web platform, self-paced courses, and live webinars support assistive technologies (such as screen readers, closed captioning, and keyboard-only navigation).

Interested firms are encouraged to provide suggestions on products/services that can be included on this RFI to improve the development of this requirement.

All responsible sources are encouraged to submit a capability statement in response to this notice.  All questions and responses shall be submitted electronically to Mrs. Grace Pennington at grace.pennington@us.af.mil and Savanna Suggs at savanna.suggs@us.af.mil no later than Tuesday, 6 October 2026 at 0800, Central Time.  Responses shall be no more than 20 pages (single spaced, front and back, no smaller than Times New Roman, font size 12 or equivalent).  If submissions exceed the page count noted, the Government will only review the first 20 pages and disregard the remainder of the submission.  Extraneous materials (brochures, manuals, etc.) will not be considered.

The Government does not intend to rank submittals or provide any reply to firms as it relates to the Government's review of the data submitted in response to this notice.
