Contract N68335-26-C-0086 was awarded by the Naval Air Warfare Center Aircraft Division for the procurement of three Towable 1500 lb. Capacity Maintenance Cranes, part number 9319-011. This acquisition supports the H-60 Foreign Military Sales program for the Spanish Armada, providing essential equipment for the safe handling of heavy aircraft components that cannot be lifted manually. The place of performance is Joint Base MDL, New Jersey. The contract was awarded on a limited competition basis to Columbus Jack Corporation, the original equipment manufacturer, and its authorized distributor, Dutch Valley Supply Co., pursuant to 10 U.S.C. 3204(a)(1). This sole-source justification is based on the fact that Columbus Jack Corporation owns the proprietary technical data for the cranes. The government determined that no other sources could satisfy the requirement and that reverse engineering the equipment would cause an unacceptable delay of approximately 30 months. Due to the proprietary nature of the award, no competitive evaluation factors or standard proposal volumes were utilized.
