Towing & Recovery Services

The Pinellas County School District is soliciting sealed electronic bids for Towing & Recovery Services under solicitation number 26-AM-012, with responses due by 3:00 p.m. on July 29, 2026, exclusively through the District’s e-Procurement Portal at https://procurement.opengov.com/portal/PCSB, which serves as the official timekeeper for all submission deadlines. The contract requires a provider to deliver 24/7/365 towing and recovery services for District-owned vehicles, including passenger cars, school buses, trucks, vans, tractors, trailers, and lawn equipment, with a mandated response time of no more than 30 minutes to any location within Pinellas County. Services must include winching, rigging, removal of vehicle components, clean-up of debris and hazardous materials, and restoration of all parts to original condition after towing, particularly for vehicles with automatic transmissions which must be towed with drive wheels off the ground or with the drive shaft removed. Pricing must be submitted in firm, net flat rates for services rendered within and outside Pinellas County, with additional charges permitted only for excessive downtime beyond a 15-minute waiting period after arrival. Bidders must comply with stringent Florida statutory requirements, including submission of a notarized Sworn Statement under Section 287.133(3)(A), adherence to public records laws under Section 119.0701 and penalties under Section 119.10, and prohibitions against employing unauthorized workers under Sections 448.09 and 448.095. All personnel who may access school grounds, interact with students, or handle school funds must pass Level 2 background screenings, including fingerprinting and state and federal criminal history checks per the Jessica Lunsford Act. Bidders must also provide proof of E-Verify compliance, a Drug Free Workplace Certification, a Debarment Form AD-1048, and a Prohibition Against Coercion for Labor and Services Affidavit, failure of which results in non-responsiveness. Insurance requirements include automobile coverage with minimum limits of $300,000 combined single limit
