Towing Services for Clackamas County Sheriff’s Office

Clackamas County is seeking multiple towing and storage service providers through a non-exclusive contract solicitation to support the Clackamas County Sheriff’s Office, with services to be provided throughout the County’s designated tow zones. The contract will be awarded to several qualified vendors who will be included on rotational tow lists used for both official County requests and public requests where no specific towing company is named. All vendors must comply with the terms of the County’s standard Goods & Services Contract and pass an initial tow inspection, which is a mandatory pass/fail requirement for award. The contract term is two years, with the possibility of two additional two-year renewals. Service providers must be capable of handling all vehicle towing, winching, recovery, dollying, and accident scene cleanup in accordance with state law, including using absorbent materials and proper waste containment. Vehicles must be stored in secure facilities, with daily storage rates varying by vehicle class, and all billing must occur through the County-approved Tow Dispatch company. Fees are fixed per service category, with rates clearly outlined for hookups, mileage, labor, storage, flares, spill kits, and after-hours gate access, with charges calculated in 15-minute increments and subject to a one-hour minimum. Towing equipment must meet strict specifications, including a six-ton boom rating, 100 feet of wire rope with a 3,500-pound safe working limit, appropriate tire tread depth, FCC-approved communication devices, and safety signage. Contractors must maintain commercial general liability insurance of at least $1 million per occurrence and automobile liability of $500,000 per occurrence, operate from facilities with a clean, well-lit customer reception area with seating and counter space, and ensure all tow drivers hold valid licenses and County certification. Providers must submit detailed documentation on equipment, yard layout, secure storage capabilities, and at least three references including one from law enforcement. All quotes must be submitted electronically via Equity Hub’s Bid Locker by June 18, 2026, at 2:00 PM PST, and are binding for 60 days. The County will evaluate submissions based on subjective factors such as company information, equipment, yard conditions, and references, and may investigate past performance, adherence to requirements, and compliance with payment obligations to workers and suppliers. Contractors must also certify compliance with non-discrimination policies, environmental sustainability practices, and refrain from making false or misleading statements during contract performance.
