Towing Services for Pierce County

Pierce County is soliciting proposals under solicitation 2026-RFP-094 for a comprehensive, county-wide towing contract to provide 24/7/365 on-call towing, recovery, secured storage, and roadside assistance. The services will support County-owned fleet vehicles and the Pierce County Sheriff Office, including cities under law enforcement contracts with the Sheriff. Key operational requirements include a strict 20-minute response time after dispatch and a 60-minute on-site arrival for qualified HAZMAT responders. The scope of work encompasses accident clearing, removal of hazardous materials, evidence tows, and the legal disposal of unclaimed property. The anticipated initial term of performance begins around November 2026 and ends in November 2027, with the County reserving the option to extend the contract for four additional one-year terms. To be eligible, contractors must be Registered Tow Truck Operators in Washington State, hold a valid Hazardous Materials License, and ensure all drivers possess the appropriate CDL endorsements. Personnel must pass a Pierce County Sheriff Office background check and have no prior felony convictions. The County will select the most qualified contractor based on an evaluation of proposals, reference checks, and potential interviews. Contractors are required to maintain significant insurance coverages, including Commercial General Liability of 1 million dollars per occurrence and 2 million dollars aggregate, as well as Commercial Automobile Liability and Workers Compensation. All tow vehicles and equipment must be kept in good mechanical condition and are subject to inspection throughout the agreement.
