The New York State Department of Agriculture and Markets is seeking to procure towing services primarily for the NYS Fairgrounds in Syracuse during the 2024 State Fair, scheduled from August 19 to September 2, 2024. The contract aims to establish a preferred list of up to three towing companies to provide a range of vehicle assistance services, including towing cars, trailers, and trucks up to 40,000 pounds, as well as performing tasks such as jump-starting vehicles, booting and unbooting, unlocking doors, changing flat tires, and assisting with vehicles out of gas. These services will be conducted under the supervision of the NYS Fair and NYS Police, with the selected vendors expected to coordinate closely with the department. The procurement process is conducted under the authority of State Finance Law Section 163 (6), allowing for non-competitive purchases, especially favoring small businesses, certified under Article 15-A of the New York State Executive Law, or those selling recycled or remanufactured commodities or technology. The solicitation emphasizes strict communication protocols, requiring vendors to contact only designated representatives to avoid disqualification due to impermissible lobbying. The contract does not set MWBE or veteran-owned business participation goals, with a total estimated value between $5,000 and $20,000. Interested vendors must submit their responses by May 21, 2024, at 3:00 PM. The contract will be executed within Onondaga County at the NYS Fairgrounds, and further details are accessible through the provided online link.
