Town Hall Roof Replacement

The Town Hall Roof Replacement contract requires the removal and replacement of a 97-square pitched shingle roof and two 800-square-foot flat roofs with a Built-Up Asphalt Roof System, along with extensive associated work including removal and replacement of edge metal, ice shield, gutters, downspouts, five antennas, steeple siding, cupola corner boards, and 400 square feet of deteriorated plywood decking. The project demands full compliance with manufacturer-specified roofing systems such as CertainTeed, Owens Corning, or GAF, with approved underlayment products and installation by a manufacturer-certified installer. All workers must hold valid OSHA 10 Cards, and adherence to the Williams-Steiger Occupational Safety and Health Act and OSHA standards is mandatory, including daily site flagging, perimeter warnings, and final site cleanup using magnets to remove nails. The contractor must restore all landscaping to preconstruction condition and maintain a clean worksite at the end of each workday. The contract requires a lump sum bid with pricing inclusive of all labor, materials, and insurance, submitted by July 16, 2026, to the Office of the Town Clerk after a mandatory site visit. Bidders must be licensed to do business in Connecticut, provide Performance and Labor and Material Payment Bonds equal to 100% of the contract price issued by A.M. Best A- or better sureties listed on the U.S. Treasury’s Approved Sureties, and carry General Liability, Auto Liability, and Umbrella insurance with minimum coverage limits, naming the Town as additional insured on a primary, noncontributory basis with waiver of subrogation. Insurance providers must be licensed in Connecticut. If the contract value exceeds $100,000, prevailing wage rates apply under CGS 31-53 and 31-54, requiring certified payroll submissions with every invoice, payable only after verification by the Marlborough Finance Director. Payment is contingent on funding approval and legal compliance, and the Town retains the right to reject or accept any bid in whole or part without sole reliance on price. Award is subject to non-collusion and non-discrimination certifications, and all contract modifications must be in writing via addendum. The contractor bears all risk of loss prior to acceptance under F.O.B. destination terms, and the Town will not pay federal or state sales taxes.
