The Town of Banff (“The Town”) is seeking a qualified engineering consulting firm to provide professional services in the field of civil engineering. The successful firm will deliver consulting services to assist the Town of Banff in investigation, designing, and specifying road rehabilitation projects. Background The Town of Banff conducts a regular yearly roadway and pavement maintenance program that seeks to maintain the condition and where possible improve the overall quality of our roadway network. The program receives an annual budget of $600,000 which is intended to fund all related project costs including both engineering and construction. As part of that program the Town commissions a complete network condition assessment once every five to six years. The condition assessment provides a comprehensive understanding of the complete network conditions and provides recommendations for the priorities for maintenance for the next five- and ten-year planning horizons. The final selection of roadway segments to be rehabilitated each year uses the priorities from the condition assessment but also considers related and adjacent private development, other town capital projects, condition of town owned utilities below, the need for local storm water drainage improvements and other council direction on strategic priorities. Intent and Project Goal The intent of this RFP is to solicit proposals from engineering firms to provide engineering support services to the Town in carrying out its rehabilitation projects. The overall goal of rehabilitation projects is to select the best available, cost-effective site-specific solution for each roadway segment included in each year’s scope of work. The Town’s latest condition assessment was completed in 2025. The recommended 5-year plan generated from the assessment includes many projects that will require local storm drainage changes and improvements or other complexities meaning that many of the priority projects will require more effort in design and planning than is typically required for straightforward mill and overlay projects. The Town intends to engage the preferred Proponent to assist the town for roadway projects for the next two (2) project cycles – and may at its sole discretion extend the scope of service for an additional one (1) year. Refer to the Form of Proposal for more information on the required content of proposal.
