Placer County 2050 General Plan Update (Placer 2050)Placer County is undertaking a comprehensive update to its General Plan, formally titled Placer County 2050, to guide development and land use in unincorporated areas through the year 2050. This update is mandated by state law, which requires general plans to be periodically revised to reflect evolving conditions, emerging challenges, and new legislation. The plan will incorporate all eight required state elements—land use, circulation, housing, open space, noise, safety, conservation, and environmental justice—building upon the existing 1994 plan and its 2013 update. The project aims to establish long-term goals, policies, and implementation strategies that shape sustainable growth, infrastructure, housing, and community resilience across the unincorporated regions of the county. Public engagement remains a cornerstone of the process, with ongoing workshops and meetings designed to gather input from residents, stakeholders, and agencies to ensure transparency and community-driven outcomes. The initiative is being managed by Placer County, with primary coordination led by Senior Planner Lucy Rollins and support from Associate Principal Alexis Mena of Placeworks. The planning area encompasses all unincorporated parts of the county, with the EIR study area defining the scope of environmental review. Although the solicitation is currently listed as a forecast with no formal solicitation number or NAICS code, the project is actively progressing, with key documentation and updates available through the California Environmental Quality Act portal. The updated General Plan will serve as the regulatory and strategic foundation for future development decisions in the region, aligning with state mandates and community priorities for the next three decades.

Irvine 2045 General Plan UpdateThe proposed project entails the redevelopment of approximately 281 acres designated as Planning Area 52 in Irvine, California, involving the conversion of the existing Oak Creek Golf Course and four office buildings into a new residential village with up to 2,400 housing units, a public nature park and trail system, an elementary school site, neighborhood parks, and comprehensive on- and off-site infrastructure improvements. The project also includes the extension of Oak Canyon Street north to Progress Street, with an above-grade rail crossing, and the construction of pedestrian and bicycle bridges over railroad tracks and Irvine Center Drive, the latter of which terminates in a parking lot at Irvine Valley College pending agreements. Approximately 312 acres of open space in Planning Areas 1 and 6 will be dedicated to the City, and the Jeffrey Open Space Trail will be enhanced along Jeffrey Road to link with the new nature park. The development is aligned with the approved Irvine 2045 General Plan and Zoning Ordinance amendments, and all components are subject to evaluation under a Supplemental Environmental Impact Report. The lead agency, the City of Irvine, is managing environmental compliance under CEQA, with supporting studies covering biological resources, cultural resources, geotechnical conditions, environmental site assessment, water quality management, and traffic analysis. No federal contract clauses, pricing, or procurement-specific terms are present; the documentation reflects a municipal land use approval process governed by state and local environmental regulations rather than federal acquisition requirements. The project applicant is not identified as a federal contractor, and no federal funding, accounting codes, payment offices, or contract administration personnel are referenced. The process is driven by regulatory approvals, public input deadlines, and environmental mitigation measures, with submissions and notices managed through the City of Irvine’s Community Development Department and filed with state and county agencies for recordation and compliance.

General Plan Text Amendment No. PA-2600209The County of San Joaquin is advancing General Plan Text Amendment No. PA-2600209 to update its 2023-2031 Housing Element, a state-mandated component of the General Plan that outlines strategies to address current and future housing demands. This amendment primarily responds to the incorporation of the City of Mountain House as a distinct jurisdiction, necessitating a reallocation of the Regional Housing Needs Allocation (RHNA). As a result, the County’s RHNA is reduced from 8,808 to 5,113 housing units, reflecting the shift in responsibility for meeting housing needs to the newly incorporated city. The update ensures alignment with state requirements by identifying suitable land for development, establishing actionable policies, and implementing programs to support housing affordability and availability across the region. The amendment process is publicly accessible through the California Environmental Quality Act portal, with the proposal posted on July 3, 2026, under the agency name San Joaquin County in California. Megan Aguirre, Principal Planner, serves as the primary point of contact for inquiries, reachable via email or phone. Although the solicitation number, North American Industry Classification System code, and set-aside details are not specified, the amendment represents a critical step in regional housing planning, ensuring compliance with state housing laws and coordinating responsibilities between the county and its newly incorporated municipalities. The focus remains on equitable housing distribution, land use planning, and accountability in meeting the evolving needs of the community.
