Town of Prattsburgh RFQ for Engineering Services

The Town of Prattsburgh has issued a Request for Qualifications for professional engineering services to address storm water infrastructure repairs following damage caused by Tropical Storm Debbie in August 2024. The scope of work involves a NYS Licensed Civil Engineer performing onsite inspections, developing preliminary repair designs, creating bidding plans and specifications, and assisting with the permit application process for three specific locations, with the potential for additional municipal projects. This project is funded through the FEMA Public Assistance program, requiring strict adherence to FEMA PA, 404, and 406 regulatory requirements, as well as compliance with 2 CFR Part 200. Qualified respondents must demonstrate at least five years of expertise in municipal and civil engineering, specifically regarding watersheds, hydrology, siltation, and waterflow management, alongside proven experience managing FEMA-funded projects and procurement protocols. Submissions are evaluated by a selection committee based on the depth of experience and references, the proposed approach and methodology, the clarity of the submission, and the proposed fee structure. Bonus points are available for teams that have previously developed projects in cooperation with NYS and FEMA. Bidders must propose their own fee arrangements, including hourly rates, reimbursable expenses, and management fees. The solicitation includes specific contracting goals for Service-Disabled Veteran-Owned Businesses (10%), Minority/Women Business Enterprises (10% MBE and 10% WBE), and Disadvantaged Business Enterprises (10%).
