The Town is interested in obtaining the services of a priority based budgeting consulting firm to develop a new budget process utilizing “Priority Based Budgeting” principles. The successful vendor will help the Town evaluate services against each other and determine which services are best aligned with the Town Council’s priorities. The Town seeks assistance in implementing a new budgeting process focused around developing a budget that achieves major priorities of Council, rather than a traditional departmental budget approach. The Town’s budget process will be highly collaborative and involve staff from throughout the organization to develop a proposed budget that focuses on priorities that Town would like to see achieved by local government with the limited resources available. The Town seeks experienced professional support to facilitate a stakeholder engagement process, facilitate the priority based budget process and provide general support through the implementation of the new process. It is the goal of the Town to achieve fiscal sustainability, while continuing to provide the best services possible to the citizens and the community. The Town intends to award a contract for priority based budgeting services for a two (2) year term, with an option for a one-year extension.
