AI Contract Overview
The U.S. Army Combat Capabilities Development Command - Chemical Biological Center (DEVCOM CBC) is conducting market research through a Request for Information (RFI) numbered W911SR-26-X-0002 to identify technologies capable of reducing the hazards posed by toxic industrial chemicals (TICs) and Chemicals of Security Concern (CoSC). This RFI seeks innovations that can neutralize, reduce toxicity, lower disseminability, or decrease volatility of these chemicals through reactive or passive methods, with performance goals including at least a 50% reduction in toxicity or achieving levels below OSHA Permissible Exposure Limits, transforming substances into non-aerosolizable liquids or solids, lowering vapor pressure to 0.0007 mmHg, ensuring reactant-to-chemical ratios are less than 1:1, capping system mass at 36 kilograms, and demonstrating scalability across subscale, laboratory, field-testing, and bulk container environments such as 1000L totes and 100lb gas cylinders. Responses must be submitted via email to Elizabeth Nordell and Sarah Richardson by June 16, 2026, at 10:00 AM Eastern Time, in Microsoft Word, PowerPoint, or PDF format, with proprietary information clearly marked. The RFI explicitly states no contract will be awarded, no costs incurred in response will be reimbursed, and no meetings or telephone calls will be permitted. The organization is located at Aberdeen Proving Ground, Maryland, and is leveraging the NAICS code 325998 for market research purposes. Offers are encouraged to indicate business size classification under the 1,500-employee threshold for Computer Systems Design Services, and must disclose eligibility for any socioeconomic designations including 8(a), SDB, WOSB, HUBZone, VOSB, or SDVOSB. Additionally, respondents are asked to confirm whether they possess a DCAA-approved accounting system, a purchasing system compliant with DFARS 252.244-7001(c), and any facility clearance levels (Confidential, Secret, Top Secret), as these factors may influence future contracting decisions. No formal contract clauses, evaluation weights, or pricing commitments are established in this RFI, which serves solely as a pre-solicitation tool to inform potential acquisition strategies, including possible cost-reimbursable contract modalities.
