The U.S. Department of Agriculture's Agricultural Marketing Service is planning to purchase up to $200 million worth of processed food products under the Commodity Procurement Program as part of trade mitigation efforts announced in 2019. This program aims to support American agricultural producers while trade negotiations continue, with products such as tomato sauce, meatless spaghetti sauce, various canned soups, and mixed dried fruit and nuts scheduled for delivery across four phases throughout 2020. Procurements will be distributed to various food nutrition assistance programs within the United States, with deliveries expected to be on an FOB destination basis. Only products grown, processed, and prepared in the U.S. qualify, except packaging components which fall under international trade agreements. The anticipated contract type is firm-fixed price, and solicitations will be managed exclusively through the Web-Based Supply Chain Management (WBSCM) system. Interested contractors must meet AMS vendor qualification requirements to participate, and submissions outside of WBSCM will not be accepted. Updates, solicitations, amendments, and award notifications will be available through WBSCM and the AMS website. While these acquisitions are not set-aside for small businesses, the USDA reserves the right to modify purchase schedules, commodities, and product lists based on market conditions and program needs. A pre-solicitation call was scheduled for mid-October 2019 to provide further information and address questions, with contract specialists available for inquiries.
