Traffic Control Services

The Department of Energy’s Western Sierra Nevada Region, through WAPA, is seeking traffic control services for the TRY-CC 19/5 Pole Replacement project under a firm fixed-price contract with an estimated value of $16.5 million. The solicitation, numbered 89503326QWA000406, was issued on June 16, 2026, with offers due by July 1, 2026, and will be awarded on a Lowest Price Technically Acceptable basis, where the most advantageous offer—considering price and other factors—will be selected after confirming technical acceptability. The work is to be performed primarily in the Live Oak Avenue, Oakley, CA area, with a tentative performance window between October 1 and November 25, 2026, though the contract period extends through December 31, 2026, or completion, with possible extension by mutual agreement. The contractor is responsible for providing all personnel, equipment, materials, and supervision necessary to implement a traffic control plan, including the installation and removal of signs, cones, barricades, and lighting systems within four hours after completion of transmission line work. Trained personnel must be equipped with high-visibility clothing and radios, and must maintain daily logs, incident reports, and a Quality Control Plan aligned with the Performance Requirements Summary in Exhibit 1. The contractor must comply with all federal, state, and local regulations, FCC guidelines, OEM specifications, and environmental restrictions, including avoiding off-road travel in areas with cultural or biological resources without prior consultation. No government-furnished property will be provided; the contractor must supply all utilities and facilities required for operations. Invoices must be submitted electronically via the Treasury’s IPP system, and payment is subject to compliance with the Prompt Payment clause. The Contracting Officer’s Representative and Contracting Officer will oversee performance, inspections, and acceptance, with the Government retaining the right to require repair, reperformance, or seek equitable adjustments for nonconforming work. The contractor must be registered in SAM with a valid UEI, comply with confidentiality and security prohibitions, and immediately report incidents, near-misses, or security concerns.
