Traffic Safety Action Plan

The City of Rancho Cordova is soliciting proposals for professional architectural and engineering services to develop a Traffic Safety Action Plan (TSAP) and facilitate Safe System Institutionalization. Funded by a U.S. Department of Transportation Safe Streets and Roads for All (SS4A) program grant, the project aims to eliminate roadway fatalities and serious injuries through safety analysis, the creation of a High Injury Network, and the identification of policy, behavioral, and infrastructure strategies. The scope is limited to conceptual design up to 30 percent and specifically excludes final plans, specifications, surveying, and environmental documentation. All work must comply with FY24 SS4A requirements and the City's grant agreement. The contract is governed by a points-based rating system to select the most highly qualified firm. Awarded consultants must adhere to California and federal prevailing wage laws, as the work is classified as public works. Strict compliance with nondiscrimination provisions, including Title VI of the Civil Rights Act and FHWA 1273, is required and must be flowed down to all subcontracts. The City will make monthly payments within 30 days of receiving compliant invoices that include detailed task summaries and time entries. Performance is subject to audit by the City, Caltrans, or the FHWA to ensure compliance with government codes and cost standards. Proposals must be submitted via the OpenGov portal by November 13, 2026, at 5:00 pm. Submissions must strictly follow formatting guidelines, including a 10-page limit for technical sections and the requirement that cost proposals be uploaded as a separate file to avoid being deemed non-responsive. Additionally, all public-facing digital deliverables must meet WCAG 2.1 Level AA accessibility standards.
