DESCRIPTION: Trail Construction: Contractor shall provide all labor, supervision, equipment, supplies, and incidentals to construct the Valley Divide Trail located on the Mount Rogers National Recreation Area of the George Washington Jefferson National Forests in Smyth County, near Sugar Grove VA. This 4.7 mile trail will be a Class 3, standard terra trail managed for equestrian, bicycle and hiker/pedestrian use. The section of trail that requires work will be designated on the ground. The work shall consist of 3.5 miles of construction of new trail (48" tread) and specific items of construction along 1.2 miles of existing FS Road 49532. RANGE OF THE GOVERNMENT ESTIMATE: The Government estimate for this project is between $25,000 and $100,000. This does not mean that our estimate for the price of the work falls anywhere within that range; it means that our estimate is an actual number that lies at a specific point between those two values. SITE VISIT INFORMATION: A pre-bid site visit is scheduled on Thursday April 6, 2017 at 9:00 AM. Meet at the Mount Rogers National Recreation Area Headquarters located at 3714 Highway 16, Marion VA 24354. From I-81 take Exit 45 (Marion) and travel approximately 6 miles on State Route 16 South to the top of the mountain. The Headquarters is the stone building on the right. PERIOD OF PERFORMANCE: This Contract MUST be completed between the dates of May 1, 2017 and August 1, 2017. CONTRACTOR QUALIFICATIONS: Partial funding for this project is being provided by the Recreational Trails Program of the Federal Highway Administration administered in Virginia by Department of Conservation & Recreation and must be undertaken in accordance with the Virginia Recreational Trails Program guidance. One of the requirements is the Contractor MUST be licensed to work in Virginia. Contractor must be registered in the System for Award Management (SAM) (http://www.sam.gov) to receive award of a contract. SET-ASIDE: This project is a total small business set-aside. The NAICS code for this project is 237990; the small business size standard is $36.5 million. BONDING INFORMATION: A bid bond IS NOT required for this project. 100% Payment Protection will be required to be submitted within 10 days of award by the successful awardee if contract value exceeds $35,000.00.
