The Trail of Blue Ice, Phase III project, managed by the USDA Forest Service Alaska Regional Office, involves the construction of approximately 7,800 linear feet of trail in Portage Valley, Alaska. This 100 percent HUBZone set-aside contract has an estimated value between 1,000,000 and 5,000,000 dollars, with a performance period spanning from August 1, 2008, through August 31, 2009. The scope of work is comprehensive, encompassing clearing and grubbing, excavation, culvert installation, aggregate placement for base and surfacing, and the implementation of erosion and pollution control measures. Additionally, the project requires the construction of gabion walls, timber bridges, boardwalks, handrails, curb rails, and the installation of bollards and sign posts. Technical execution is supported by a geotechnical report providing subsurface exploration and foundation recommendations for the bridges and boardwalks. Project specifications include strict environmental constraints, such as a prohibition on clearing activities between April 15 and July 15. Logistics for the project include the use of the Old Beaverpond Campground as a staging area and a designated trail access point. The procurement process was conducted via a negotiated solicitation, requiring vendors to be registered in the Central Contractor Registration and Online Representations and Certifications Application systems.
