TRAILER SAFETY INSPECTION- Multiple Trailers

The U.S. Department of the Interior’s Bureau of Land Management (BLM) Phoenix District Office is soliciting services for DOT safety inspections and minor repairs on 25 trailers under a total small business set-aside solicitation numbered 140L6426Q0020, classified under NAICS code 811111 with a size standard of $9 million. This firm fixed-price contract is intended to ensure all trailers comply with Federal Motor Carrier Safety Regulations Parts 390-396 and 399 through comprehensive on-site inspections and repairs performed exclusively at the BLM fleet yard located at 2020 E. Bell Rd, Phoenix, AZ. Services include full DOT trailer inspections, wheel bearing inspection and repacking or replacement, installation of current DOT inspection stickers, and submission of detailed repair quotes, documentation, and supporting materials such as certificates of insurance, project schedules, product data sheets, and inspection reports. The work must be conducted by ASE-certified mechanics during normal business hours Monday through Friday, 7:00 AM to 4:00 PM, with the entire scope required to be completed within 120 business days of award. The contract has a one-year base period running from July 2026 to November 2026, with four optional one-year extensions through November 2030, and allows for a total performance extension of no more than six months. All offers must come from eligible small businesses registered in the System for Award Management (SAM) and must meet stringent responsibility criteria under FAR 9.1. Proposals must include a technical statement detailing the approach, a project schedule, key personnel qualifications, quality control procedures, warranty information, and three references of similar work performed within the last three years. Evaluation will be based on technical approach, past experience, past performance, and price reasonableness, with award made using a comparative best-value determination where non-cost factors are approximately equal in importance to price. Contract administration is managed by Lisa Hariper as Contracting Officer, with a Contracting Officer’s Representative (COR) to be designated upon award for technical oversight. Contractors are required to adhere to numerous regulatory standards including ADA, Section 508, NFPA 101, FISMA, NIST, DHS, and Section 889 of the NDAA, while also ensuring all personnel are properly trained, provided with PPE, and comply with strict standards of conduct.
