Training - Fiber Optics

The Naval Undersea Warfare Center Division, Newport is soliciting services for Fiber Optics Training under solicitation number N6660426Q0260, issued as a combined synopsis and solicitation for commercial items under FAR Subpart 12.6. The requirement is for face-to-face training delivered at Naval Station Newport, Rhode Island, to support the Code 90 Training Program using Navy standards-based methods and approved components as defined by NAVSEA INSTRUCTION 9088.2. The scope includes one rendition each of Termination and Testing and Recertified Fiber Optics Termination and Testing, plus an eight-hour Fusion Splicing course, with training certificates required to be issued within fourteen days of class completion. The contract will be awarded on a Firm Fixed Price basis using the Lowest Price Technically Acceptable method, with evaluations based strictly on pass/fail gates for SOW compliance, delivery location, and past performance, where negative information in the Supplier Performance Risk System may render a quotation unacceptable. The period of performance runs from award through September 30, 2028, with multiple option line items available for each training module, subject to written notice by the Contracting Officer no later than the end of the performance period. Contractors must be actively registered in SAM and provide a valid CAGE Code, with the NAICS code 611430 and a small business size standard of $15 million. The contract incorporates a full suite of FAR and FAR supplement clauses including cybersecurity requirements under 252.204-7012 with deviation 2024-00013, prohibitions on certain telecommunications equipment under 52.204-25 and 252.204-7018, and representations related to tax liabilities, Iran activities, and controlled unclassified information. All personnel must comply with NISPOM (32 CFR Part 117), obtain necessary security clearances for base access, and adhere to strict handling, reporting, and dissemination controls for CUI under DoDI 5200.48. An OPSEC program is mandatory, including training, management reviews, and flow-down to subcontractors. Invoicing will proceed via Wide Area Workflow, and electronic spillage protocols must be observed. No packaging or marking requirements are specified beyond CUI handling, and inspection criteria are designated as not applicable.
