This is not a request for Competitive Proposals. This is a notice of intent to award a sole source contract under statutory authority 10 USC 2304(c) (1), as implemented by Federal Acquisition Regulation 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. No Solicitation packages will be available. Trane Corporation shall furnish all labor, tools, materials, equipment, and supervision to complete work associated with providing Tracer Enterprise Software, version 4.9. and 22 licenses. Installation will include software installation and current database backup/restore, licensing for (22) BACnet devices, Tracer Ensemble update, BCU updates and second High Capacity memory Card as required, Owners training on new features of latest software, and graphics tie in. Also includes a one year parts and labor warranty on software upgrade. This procurement is being conducted under Simplified Acquisition Procedures (SAP) FAR 13.5 and soliciting from a single source authorized by FAR Subpart 13.106(b)(1). For purchases not exceeding the simplified acquisition test threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent to award is not a request for competitive proposals. However all proposals received by the appointed due date will be considered by the Government. A determination by the Government not to compete with this proposal based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
