The solution must automate data ingestion from diverse financial and operational sources, including Commercial-Off-the-Shelf systems, and deliver continuous, user-friendly reporting with advanced analytics on liquidity ratios, debt-to-equity metrics, and quarter-over-quarter profitability trends to predict insolvency or bankruptcy risks. Initially focused on air and sea domains, the system must be scalable to include surface and rail transport. Offerors must submit a Phase 1 Solution Brief via the Vulcan platform, including a Scout Card with a clear cost breakdown and a six-page white paper formatted to 8.5 x 11 inches with one-inch margins, 12-point font, and single-spaced text. All submissions must come from entities registered in SAM.gov and include a CAGE code, Unique Entity ID, business size classification, and socioeconomic status certifications. Compliance with DFARS 252.204-7012 for unclassified systems, adherence to the National Industrial Security Program Operating Manual for classified systems, and implementation of Risk Management Framework and Authority to Operate requirements are mandatory.
