Initially focused on air and sea domains, the system must be scalable to include surface and rail transport. Offerors must submit a Phase 1 Solution Brief via the Vulcan platform, including a Scout Card with a clear cost breakdown and a six-page white paper formatted to 8.5 x 11 inches with one-inch margins, 12-point font, and single-spaced text. All submissions must come from entities registered in SAM.gov and include a CAGE code, Unique Entity ID, business size classification, and socioeconomic status certifications.
