TRANSCOM CSO - Specific AoI 002: Commercial Partner Analysis and Stability Snapshots (COMPASS)

USTRANSCOM is seeking an innovative commercial solution under the Commercial Solution Opening (CSO) HTC71126SCSO1 to address Specific Area of Interest 002: Commercial Partner Analysis and Stability Snapshots (COMPASS). The goal is to develop a financial reporting capability that performs deep-dive assessments of commercial transportation partners to inform critical Department of War procurement and logistics decisions. The solution must automate data ingestion from diverse financial and operational sources, including Commercial-Off-the-Shelf systems, and deliver continuous, user-friendly reporting with advanced analytics on liquidity ratios, debt-to-equity metrics, and quarter-over-quarter profitability trends to predict insolvency or bankruptcy risks. Initially focused on air and sea domains, the system must be scalable to include surface and rail transport. Offerors must submit a Phase 1 Solution Brief via the Vulcan platform, including a Scout Card with a clear cost breakdown and a six-page white paper formatted to 8.5 x 11 inches with one-inch margins, 12-point font, and single-spaced text. All submissions must come from entities registered in SAM.gov and include a CAGE code, Unique Entity ID, business size classification, and socioeconomic status certifications. Compliance with DFARS 252.204-7012 for unclassified systems, adherence to the National Industrial Security Program Operating Manual for classified systems, and implementation of Risk Management Framework and Authority to Operate requirements are mandatory. Offerors may propose their own commercial terms and conditions, provided they do not conflict with government standards, and must clearly define intellectual property rights and licensing arrangements to ensure compatibility with USTRANSCOM systems. Evaluation for Phase 1 is based on five equally weighted factors: alignment with USTRANSCOM’s mission, technical merit (including feasibility and innovation), reasonableness and clarity of the milestone schedule, prior experience delivering commercial products or services, and funds availability with potential return on investment.
