Transfer of Solano County Water Agency’s 2026 SWP Table A Water and/or Article 56 Carryover Water to Dudley Ridge Water District and Kern County Water Agency

This agreement facilitates the transfer and delivery of water from the Solano County Water Agency to the Dudley Ridge Water District and the Kern County Water Agency on behalf of the Westside Districts through December 31, 2026. The project is divided into three components: SWP #26017 involves the delivery of up to 585 acre-feet of approved 2026 Table A water to Dudley Ridge and/or KCWA; SWP #26018 provides for 7,625 acre-feet of Article 56 Carryover Water to KCWA for its member units, including the Belridge, Berrenda Mesa, Lost Hills, and Wheeler Ridge-Maricopa Water Storage Districts; and SWP #26019 provides for 1,375 acre-feet of Article 56 Carryover Water to Dudley Ridge. In total, the transfer involves up to 9,585 acre-feet of water across Solano, Kings, and Kern Counties. Water will be delivered from the Delta to specific turnouts, including Reach 8D for Dudley Ridge and Reaches 9 through 16A and Reach 31A of the Coastal Branch for KCWA. The activity is classified as a Categorical Exemption under CEQA Guidelines Section 15301 because it utilizes existing facilities and requires no new construction or land use changes. The Department of Water Resources serves as the procuring agency, with Patrick Luzuriaga and Molly White acting as key administrative and signatory contacts.
