The Navy is implementing a transition from the Navy Commercial Access Control System (NCACS), commonly known as RapidGate, to the Defense Biometric Identification System (DBIDS) to enhance force protection and simplify access control procedures at Navy installations. This change affects contractors and vendors requiring access, who will now use DBIDS for entry instead of NCACS cards. The transition will occur over several months, with NCACS cards becoming invalid after August 14, 2017. Contractors and their personnel will not incur any costs for this transition. Individual Navy installations are expected to have their own specific implementation plans to support this change. The contract facilitating this transition is managed by the Department of Defense through Navfacsyscom and relates to solicitation number DBIDSAE5-9-17. The contract falls under the NAICS code 541330 and is administered from Washington, DC. Donald White serves as the point of contact for inquiries. This initiative aims to improve security with biometric identification while ensuring a smooth transition for contractors by providing clear guidance and eliminating fees associated with the new system.
