The Navy is phasing out the Navy Commercial Access Control System (NCACS), commonly known as RapidGate, in favor of the Defense Biometric Identification System (DBIDS) for controlling access of contractors and vendors to Navy installations. This transition aims to enhance force protection measures and optimize access control processes. Contractors and their personnel will not incur any costs for this change, which will be implemented over several months. Importantly, NCACS cards will cease to be valid forms of identification as of August 14, 2017, and contractors must obtain DBIDS credentials to maintain access. The process will be coordinated at the local installation level, as specific implementation plans may vary by location. The contract is managed by the Naval Facilities Systems Command (Navfacsyscom) under the Department of Defense, with points of contact available for assistance. This transition supports compliance with updated security protocols and aims to streamline identity verification on Navy premises without imposing additional burdens on contractors. The solicitation related to this transition was posted in May 2017 with a NAICS code of 236220, indicating its classification under commercial and institutional building construction services.
