A critical safety requirement mandates that all materials be mercury-free to prevent corrosion and toxicity on submarines and surface ships, with any necessary exceptions requiring prior written approval and a warning plate. The contract specifies a delivery period of 260 days and carries a DPAS DO-A3 priority rating. The government intends to make a single award based on the most advantageous terms, prioritizing past performance over price. Technical compliance includes physical identification per MIL-STD-130 and strict adherence to MIL-STD-2073 for preservation and packaging, with specific packing levels based on whether the destination is CONUS or OCONUS. Quality assurance is the contractor's responsibility, though the government reserves the right to perform final inspections within the established Repair Turn Around Time. Administrative requirements include the use of the Wide Area Workflow system for invoicing and payment, and compliance with various FAR and DFARS clauses regarding the Buy American program, cybersecurity reporting, and the prohibition of contracts with Chinese military companies.
