Limited Competition: Biospecimen Banks to support NCI National Clinical Trials Network Biospecimen Banks (NCTN Biobanks) and the NCI Early-Phase and Experimental Clinical Trials Biospecimen Bank (EET Biobank) (U24 Clinical Trial Not Allowed)
Solicitation # RFA-CA-28-004
The National Cancer Institute (NCI) has issued a Limited Competition Notice of Funding Opportunity (RFA-CA-28-004) to support the continuation of two critical biospecimen banking resources: the National Clinical Trials Network (NCTN) Biobanks and the Early-Phase and Experimental Clinical Trials (EET) Biobank. The primary objective is to maintain these national resources for the collection, processing, storage, and distribution of high-quality, clinically annotated human biospecimens. These resources facilitate translational cancer research, biomarker development, and validation by providing essential specimens from NCI-funded clinical trials. The NCI intends to fund approximately six awards for fiscal year 2027, with a total estimated funding of 19 million dollars and a maximum budget of 3 million dollars in direct costs per year for a requested project period of six years. Applications will be evaluated through the NIH peer-review system based on scientific and technical merit, significance, and the adequacy of the institutional environment. Key requirements for applicants include maintaining active registrations in SAM, eRA Commons, and Grants.gov, as well as providing specific documentation regarding the current scale of operations, accomplishments, and standard operating procedures. Awardees must adhere to NCI Best Practices for Biospecimen Resources, federal human subjects regulations under 45 CFR 46, and strict cybersecurity incident reporting protocols, including notification of incidents within 48 hours of discovery. The scope of work includes managing secure informatics systems, providing specimen collection kits, and ensuring the availability of annotated biospecimens for authorized investigators.

The National Cancer Institute is issuing a limited competition Notice of Funding Opportunity, solicitation RFA-CA-28-004, to support the continuation of two critical biospecimen banking resources. These resources include the National Clinical Trials Network Biobanks, which support the NCTN and the Community Oncology Research Program, and the Early-Phase and Experimental Clinical Trials Biospecimen Bank, which supports the ETCTN and other early-phase experimental trials. The primary objective is to maintain national infrastructure for the collection, processing, storage, and distribution of high-quality, clinically annotated human biospecimens to enable translational cancer research, biomarker development, and the study of drug response and resistance. Eligible organizations must submit applications by February 12, 2027, to be considered for funding. All submissions will undergo a standard NIH peer-review process, and only meritorious applications will be selected. These banks are essential for linking biospecimens to clinical outcome data from large multi-site trials and supporting the development of novel cancer therapies through pharmacokinetic and pharmacodynamic analyses.

AI Contract Overview

The Naval Medical Logistics Command is pursuing a sole source contract with University of California San Diego Anatomical Services for the emergency storage and transportation of fresh cadaveric specimens. These specimens are essential for the education of staff and resident physicians through the Directorate for Professional Education and the Academic Council for Graduate Medical Education. The contract establishes a critical backup storage solution for the Naval Medical Center San Diego in the event that the primary Bioskills Training Center refrigerator is non-operational or the morgue refrigerator is required for official command business. The selected vendor must provide a separate walk-in refrigerator with a minimum capacity to store 150 cadaveric tissues to ensure compliance with no commingling policies. Strict logistical requirements are mandated, including a one-hour window for both delivery and pickup to maintain a maximum temperature of 32 degrees Fahrenheit, preventing decomposition and bacterial growth. Additionally, the vendor must possess a current Defense Biometric Identification System pass for base access. This procurement is classified under NAICS 621991 and was justified as a non-competitive award due to the vendor being the only responsible source capable of meeting these specific timing and capacity constraints.

Full Description

The Naval Medical Logistics Command (NMLC) intends to negotiate on a sole source basis (IAW FAR 13.501(a), Only One Responsible Source. The proposed source is University of California San Diego (UCSD) Anatomical Services, 9500 Gilman Dr., Mail Code 0627, San Diego, CA 92093-0627. Fresh cadaveric specimens are stored in the Bioskills Training Center (BTC) walk-in refrigerator and are used in the education of Staff and Resident Physicians through the Directorate for Professional Education, Academic Council for Graduate Medical Education (GME). NMCSD's BTC walk-in refrigerator is the primary back-up to NMCSD's morgue walk-in refrigerator. NMCSD requires an alternative storage facility in the event the mortuary requires use of the BTC walk-in refrigerator or the BTC walk-in refrigerator becomes non-operational due to extenuating circumstances such as a breakdown or maintenance. The cadavers are required to be delivered within a one-hour period directly to the refrigerator/freezer and picked up within a one-hour period at the refrigerator/freezer. The one-hour delivery is critical as fresh cadaver specimens shall be maintained at a maximum temperature of 32 degrees Fahrenheit during transport as to not accelerate the rate of decomposition, the spread of bacteria, or the growth of mold/mildew. The vendor shall have a separate walk-in refrigerator (L-97", W-134", H-78") with the capacity needed for the BTC cadaveric specimens (minimum needed space would permit storage of at least 150 cadaveric tissues), while the NMCSD morgue uses the walk-in refrigerator for official command business (most commonly a body of a recently deceased person whose body needs to be stored separately from the BTC cadaveric specimens) or the BTC walk-in is inoperable due to breakdown or maintenance. Vendor shall possess an up-to-date Defense Biometric Identification System pass to enter the military base. There are not set-aside restrictions for this requirement. The intended procurement will be classified under North America Industry Classification System (NAICS) 621991. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice will need to submit technical data sufficient to determine capability in providing the same product. All capability statements received by the closing date of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. If a vendor challenges the basis of this requirement, please email product capability statements (formats for submission: PDF, MS Word, or MS Excel) to Derek Bell at contact@example.gov. Closing date for challenges is no later than 3:00 PM ET on 24 Aug 17. No phone calls will be accepted.
