Transportable Temporary Housing Unit (TTHU) Bath and Shower

The Federal Emergency Management Agency (FEMA), under the Department of Homeland Security, is seeking commercial bath and shower equipment through a full and open competition for its Transportable Temporary Housing Unit (TTHU) program, aimed at supporting displaced individuals with disabilities by retrofitting units with accessible plumbing fixtures. This solicitation, identified as RFQ No. 70FB8026Q00000022, issued under FAR Part 12 for commercial items, requires offerors to supply a comprehensive suite of ADA-compliant, UFAS- and A117.1-certified fixtures—including multi-piece barrier-free showers in 36" x 36" and 60" x 30" sizes, T-shaped water stopper kits, stainless steel grab bars of various lengths, and padded 900-lb capacity shower seats—all must be new, unused, and delivered in original manufacturer packaging. The procurement follows a lowest-priced technically acceptable (LPTA) evaluation model, where technical capability serves as a mandatory pass/fail gate; only those offering acceptable compliance with all specifications, standards, and regulatory requirements will be considered for award. Up to three firm-fixed price Blanket Purchase Agreements (BPAs) will be awarded, covering a base period and four option periods, with the possibility of extending performance by up to six months under FAR 52.217-8 or extending the contract term with five-day advance notice per FAR 52.217-9. Contractors shall adhere to stringent compliance obligations including Buy American Act requirements, FASCRA restrictions, OFAC sanctions, Section 889 telecommunications prohibitions, and prohibitions on internal confidentiality agreements that hinder whistleblower disclosures. Sustainability obligations under FAR 52.223-23 with deviation 26-12 and contractor employee whistleblower rights under FAR 52.203-17 apply, along with the standard FAR clauses on payments, electronic funds transfer, protests after award, and applicable law for breach claims—all with specific deviations noted
