UPDATE ON 6/1/2026: Updated RFI and Answer Tempate:


The following updates/corrections were made to the RFI and the Answers Template (see filename: "RFI Questions - PA-TAC VI updated 6-1-26" and  "Answer Template updated 6-1-26)


  1. The following language removed from the RFI Submittal Instructions, "The document format shall be either Microsoft Word (.doc or .docx), or Adobe Acrobat (.pdf) formats. Pages shall be 8.5 by 11 inch and shall use a type pitch that is no smaller than a standard 11-point font type, with the exception of charts, graphs, or tables, which shall use a pitch not smaller than 10-point font. Responses shall not exceed 5 pages in length including images, data displays, charts, graphs, and tables. Page limitation does not include: 1 cover page. Do not include promotional materials." see page 1
  2. Language removed referencing guaranteed minimum funding amount (PWS 2.3.d), see page 2
  3. Question moved from Small Business to General and removed language referencing PRS, see page 2 “Are the revised draft PWS, PRS, and Labor Qualifications sufficiently defined to develop and submit a compliant proposal and realistic cost estimate?”
  4. Question moved from General to Small Business, see page 3 “If you are a certified Small Business, what is your company’s ability to meet all the requirements of this contract while conforming to FAR 52.219-14(e)(1), Limitations on Subcontracting?”

THIS IS A REQUEST FOR INFORMATION ONLY. It is not a Request for Proposal, a Request for Quotation, an Invitation for Bids, a Solicitation, or an indication the Government will contract for the items contained in the RFI. This RFI is part of a Government market research effort to determine the scope of industry capabilities and interest and will be treated as information only. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responses to this RFI are strictly voluntary and the Government will not pay respondents for information provided in response to this RFI. Responses to this RFI will not be returned and respondents will not be notified of the result of the review. If a Solicitation is issued, it will be announced on the Federal Business Opportunities, website www.fbo.gov, at a later date, and all interested parties must respond to that Solicitation announcement separately from any response to this announcement.


This RFI does not restrict the Government's acquisition approach on a future Solicitation.
