Scope: The State University of New York at Buffalo, hereafter referred to as the “the University” is submitting this RFP for comprehensive services for the transportation and disposal of non-radioactive RCRA and non-RCRA hazardous waste generated by the University at Buffalo across all campuses, in full compliance with applicable federal, state, and local regulations. Services will include provision of necessary transportation equipment and labeling, coordination of waste characterization and manifesting, timely pickup and direct transport to approved treatment, storage, and disposal facilities (TSDFs), and issuance of final disposal documentation. The contractor will ensure regulatory compliance of all transporters and disposal sites, support waste minimization and recycling where feasible, provide emergency spill response assistance, and maintain accurate reporting to support the University’s regulatory obligations.Minimum Requirements: USEPA, NYSDEC, USDOT and any applicable state permits and registrations for hazardous waste transportation must be valid and maintained. Contractor and personnel must be properly trained and qualified in hazardous materials handling, transportation and regulatory compliance. Term of Agreement / Contract Term: The succuessful bidder(s) will be required to enter into a formal written agreement with the University for five (5) years. Method of Award: § Technical 70% § Cost 30% Cost, although a consideration, shall not be the sole determining factor. The University desires to select the bidder who will provide the “best value” taking into consideration the most beneficial combination of qualifications, services, and cost. Only proposals judged to be responsive to the submission requirements set forth in this RFP will be evaluated. The Proposal must be expressly clear as to whether or not the Bidder can satisfy each point of the RFP specifications. The Bidder must describe how they will provide the services specified to satisfy the stated requirements or conditions.
