The purpose of Amendment 1 of this solicitaiton is to provide responses to questions recieved. The due date for quotes is not extended.

Q1: Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.

A1: Services for this effort were provided by Martime Helicopters, Inc. under Blanket Purchase Agreement 70Z04525AKODI0003.

Q2: Does the bidder need to be able to provide air transport as well as marine transport? 

A2: Contractor may provide either air OR marine transport to the locations identified in the Statement of Work. Vehicle, whether aircraft or watercraft, must be able to accommodate up to six (6) USCG personnel and up to 500 pounds of mission equipment.

This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with FAR Part 12. This announcement constitutes the only solicitation. Quotes are being requested and a separate written solicitation will not be issued.

Solicitation number 37370PR260000014 is issued as a request for quotation (RFQ) for Transportation to Western Alaska Villages. The NAICS Code is 488190.

US Coast Guard (USCG) Sector Western Alaska (WAK) has a requirement to establish a single award, 2-yeard Blanket Purchase Agreement (BPA) for Transportation Support to Western Alaska Villages, in accordance with the Statement of Work dated 23 Jun 2026.

Instructions for Submitting Quotes

Offerors must follow the instructions contained herein. Offerors are required to meet all solicitation requirements. Failure to meet any of the solicitation requirements may result in an offer being ineligible for award. Should an offeror take exception to any solicitation requirement, the exception must be clearly identified, and a complete accompanying rationale must be provided.

Offerors shall submit a quote with two sections: technical capability and price list.

Offeror shall provide a technical capability section, with no more than 10 pages, that clearly describes the offeror’s capability to perform the government’s requirement. To be found technically acceptable, at a minimum, the offeror must demonstrate:

a.            Capability to perform the services outlined in the Statement of Work

b.            Evidence of required licenses and certifications

c.             Evidence of proof on insurance

A page is defined as one side of sheet, 8 1/2″ × 11″, with at least one-inch margins on all sides, using not smaller than 12-point type. Foldouts count as an equivalent number of 8 1/2″ × 11″ pages. The metric standard format most closely approximating the described standard 8 1/2″ × 11″ size may also be used. Pages submitted in excess of the limitations specified in this addendum will not be evaluated by the government.

For the Price List section Offerors shall complete the attached pricing list exhibit, Attachment 2. Offeror shall propose a firm-fixed hourly price for the areas labeled $TBP on the exhibit, providing a firm fixed price, per labor hour, for aircraft transportation, watercraft transportation, and/or stand-by time. Exhibit areas labeled “To be negotiated” will be completed when individual call orders are issued. Offerors are not required to provide information for these sections. Offeror shall also include a firm-fixed price list for each labor category for all BPA years. Technical capability information shall not be contained in the pricing volume

Offer must agree with all terms, conditions, and provisions included in the solicitation. Offers that fail to furnish required representations or information or reject the terms and conditions of the solicitation may be excluded from consideration.

Quotes are due by July 17, 2026, at 1:00 p.m., Alaska time, to Robbin Kessler at robbin.m.kessler@uscg.mil to be considered for award. If it is in the best interest of the government, quotes submitted after the due date may be accepted. Quotes shall remain valid for 30 days unless otherwise expressly stated on the quote. Quotes shall list two points of contract for the offeror, including name, phone number, and email address.

All contractual and technical questions must be in writing. Questions must be received by July 1, 2026, at 1:00 p.m. Alaska time, to Robbin Kessler at robbin.m.kessler@uscg.mil. Telephone questions will not be accepted.

FAR 52.212-2 – Evaluation —Commercial Products and Commercial Services (DEVIATION 25-21)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

Addendum to FAR 52.212-2, Evaluation—Commercial Products and Commercial Services

An Offeror whose proposal does not comply with the solicitation submittal requirements may be determined unacceptable. All unacceptable proposals will be eliminated from further evaluation.

The Government will award a single Blanket Purchase Agreement (BPA) resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and will be the most advantageous to the Government, price and other factors considered.

Offers will be evaluated using a best value continuum. The following factors shall be used to evaluate offers:

Offeror’s technical capability section will be evaluated to determine the offer can successfully perform the requirement and complies with the solicitation. To be found technically acceptable, the offeror must:

a.   Demonstrate capability to perform the services outlined in the Statement of Work

b.   Demonstrate proof of having required licenses and certifications necessary for the requirement.

c.   Demonstrate proof of insurance

Offers that do not meet the requirements of the SOW and the solicitation will not be considered for award. Any offer determined to be technically unacceptable will not be evaluated further.

The Government intends to evaluate offers and award a single award Blanket Purchase Order (BPA) without discussions with offerors. Therefore, the offeror’s initial offer should contain the offeror’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions, if necessary, as determined by the Contracting Officer. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.

Offerors that do not propose pricing in accordance with the solicitation guidance may be considered unacceptable and thus precluded from receiving an award. Offeror’s price proposal will be evaluated for reasonableness. The government will multiply the offeror’s proposed hourly rate(s) by the government’s estimated hours required for each BPA calendar year to form the basis of the offeror’s overall price.  The offeror’s price proposal will be evaluated using techniques described at FAR 12.204(a) to determine the price is fair and reasonable in order to receive an award.

Basis of Award

The Government will award a Blanket Purchase Agreement (BPA) resulting from this solicitation to the responsible Offeror representing the best value to the government. By submission of its offer, the offeror accedes to all solicitation requirements, including terms and conditions, representations, and certifications, in addition to those identified as evaluation factors.

The Government may reject any or all offers if such action is in the public interest. The offeror

must agree with all terms, conditions, and provisions included in the solicitation. Proposals that fail to furnish required representations or information or reject the terms and conditions of the solicitation may be excluded from consideration.
