The Lawton Indian Hospital is seeking a contractor to provide daily waste pick-up services six days a week, Monday through Saturday, excluding federal holidays, at its location in Lawton, Oklahoma. The contractor must supply and maintain three eight-yard metal trash containers, ensuring they are in usable condition throughout the contract period. Services are to commence on July 1, 2026, with a base performance period of one year, followed by four optional one-year extension periods, bringing the maximum potential contract duration to five years and six months. The acquisition is structured as a Total Small Business Set-Aside under FAR 19.5 and is further governed by the Buy Indian Act, requiring the offeror to qualify and maintain certification as an Indian Economic Enterprise throughout the offer, award, and performance phases. All proposals must be submitted electronically via email to the designated contracting officer by June 19, 2026, at 1:00 p.m. CDT, and must include a fully completed price schedule broken down by bin and facility, along with the required ISBEE form if applicable. Technical compliance is evaluated on an all-or-none basis, requiring the offeror to demonstrate the ability to meet all service frequency, container provisioning, and scheduling requirements, including the submission of a proposed performance schedule upon award. The contract includes mandatory compliance with a broad array of federal and HHS-specific clauses covering labor standards, equal opportunity, paid sick leave, trafficking prevention, privacy training, electronic payments, accelerated payments to small business subcontractors, records management, confidentiality, and security. Invoicing must be sent to the Division of Financial Management in Oklahoma City, and payment will be processed via electronic funds transfer.
