Tree Maintenance Services on Oahu, Hawaii, and Maui for HIDOE

The Hawaii State Department of Education is soliciting proposals under solicitation D26-039 for tree maintenance services across various schools and offices on Oahu, Hawaii (Districts III and IV), and Maui (Districts I through V). The scope of work includes routine annual pruning and maintenance, banyan pest treatment services, and additional services categorized by priority, with emergency tasks requiring completion within 24 hours and urgent tasks within three to five business days. All work must be directly supervised by a Qualified Arborist and performed during normal business hours, Monday through Friday, with a focus on safety and professional tree risk assessment standards. Contractors are required to use a tree inventory management system for daily reporting and must obtain site administrator signatures to verify completion. Award will be made on a multiple-vendor basis to responsible offerors who pass a preliminary experience check requiring five consecutive years of prior experience and achieve a minimum combined score of 265 points across technical and price evaluations. The evaluation process uses a numerical rubric where the lowest price proposal receives the maximum 125 points for the price category. Selected contractors must comply with the Davis-Bacon Act and the Copeland Anti-Kickback Act regarding prevailing wages.
