This modification to the original April 18, 2011, Pre-solicitation Notice, and the May 3, 2011 modification to the Pre-solicitation notice is as follows: The on or about date for posting the solicitation is extended to June 3, 2011; the offer due is extended to July 7, 2011; and the pre-proposal conference will not be by webinar. The Pre-Proposal conference will be held on June 22, 2011, at 1:00 PM MTN at 143 Union, Ste 770, (7th floor) VA DALC Acquisition Office, Lakewood, Colorado. Please note that the fax number to request a paper copy of the solicitation has been changed to +1 (555) 000-0000. The Department of Veterans Affairs Denver Acquisition & Logistics Center (VADALC) intends to solicit and negotiate indefinite-delivery indefinite-quantity fixed price contract(s) for Orthotic Softgoods, such as flexible lumbosacral supports, knee orthosis, ankle gantlet, wrist hand orthosis, and pneumatic walking splints. The quantities vary per line item and will be noted in the solicitation package. Items awarded will be mandatory for VA Prosthetics and Sensory Aids Services at the VA Medical Centers. The contract period will be for one year plus four (4) one-year option periods. If offeror is not a manufacturer, a signed agreement between the offeror and the manufacturer must be submitted with the offer and remain in effect for the duration of the contract period, including option years. Contracts will be established using competitive negotiated procedures. Applicable NAICS code is 339113. This procurement will be a cascading set-aside. VADALC intends to evaluate offers and make one award per line item utilizing the methodology noted below. If only one responsive offer is received from any of the designated set-aside categories, the offer will be held for evaluation within the next eligible category it would fall into. The preferences for Set-Asides are noted in descending order: Service-Disabled Veteran-Owned Small Businesses, Veteran-Owned Small Businesses, and HUBZone Small Businesses, Small Businesses. If none of the set-asides can be utilized it will be moved to Full and Open Competition. The Buy American Act applies to SDVOSB, VOSB, HUBZone SB and SB. All offerors, regardless of business size, are encouraged to submit proposals for each contract line item. However, recognizing VA's commitment to the service-disabled veteran-owned small business, veteran-owned small businesses, HUBZone small business, and small business community, this solicitation will be cascaded to ensure that these small businesses are given every opportunity to participate under this procurement. The solicitation will be available for downloading, on or about June 3, 2011, at internet website: http://www.va.gov/oamm/busopp/sols.htm. If a paper copy of this solicitation is desired, please fax a request to Michael Johnson at +1 (555) 000-0000 or e-mail contact@example.gov. Written requests should include complete company name, address, point of contact, telephone and fax number. Electro-Therapeutic Modalities for Pain Management (ETMPM) - Transcutaneous Electrical Nerve Stimulation (TENS) Procurement Program
Solicitation # 36C79126R0011
The Department of Veterans Affairs is soliciting proposals under Solicitation Number 36C79126R0011 to establish multiple single-award, Firm-Fixed-Price, Indefinite Delivery/Indefinite Quantity (IDIQ) base contracts for the Electro-Therapeutic Modalities for Pain Management (ETMPM) and Transcutaneous Electrical Nerve Stimulation (TENS) Procurement Program. This national program provides FDA-cleared electro-therapeutic devices and accessories to VA Medical Centers and Community-Based Outpatient Clinics to support non-opioid pain management. The scope includes portable TENS devices, Interferential Current (IFC) devices, thermal and non-thermal Short-Wave Diathermy devices, and portable Neuromodulation systems for headache disorders, along with associated accessories such as electrodes and lead wires. The procurement utilizes a VA Tiered Set-Aside Evaluation Approach, prioritizing awards sequentially from Tier 1 (SDVOSB), Tier 2 (VOSB), Tier 3 (Other Small Businesses), to Tier 4 (Other-Than-Small Businesses). Evaluation methodologies vary by item: CLINs X001 through X004 are evaluated using the Lowest Price Technically Acceptable (LPTA) method, where price is the deciding factor, while CLIN X005 is evaluated via a Best-Value Tradeoff, weighting technical factors at 60%, price at 25%, and past performance at 15%. Responsive proposals must include a signed SF 1449, a Technical Capability Statement, FDA 510(k) clearance letters, and three past performance documents. Non-manufacturers must provide OEM-issued Authorized Distributor Letters. Mandatory certifications include the Buy American Certificate for small businesses (Tiers 1-3) and the Trade Agreements Certificate for large businesses (Tier 4), as well as the Limitations on Subcontracting certification. All offerors must submit required product samples to the Denver Logistics Service facility. Following several amendments, the final deadline for all proposal documentation and product samples is November 2, 2026, at 12:00 PM CDT.
