TRIDENT II D5 Command-Wide Capability Sustainment, Improvement and Specialized Training Support.

The Strategic Systems Programs (SSP) plans to award a sole-source contract to EMCUBE, Inc., located in Alexandria, VA, for continued highly specialized support related to the TRIDENT II D5 Strategic Weapons System. This contract covers systems engineering, information assurance, independent system safety and nuclear weapons surety, training, and weapon system assessments. Due to the contractor's unique and extensive knowledge of the TRIDENT II D5 program, as well as its familiarity with SSP's organizational structure, business practices, policies, and mission, EMCUBE is considered the only source capable of providing uninterrupted follow-on support. The contract includes a base year starting in fiscal year 2015, with four additional one-year options through fiscal year 2019, structured as Level of Effort (LOE) CLINs that allow up to a 30% increase in effort during option years. The anticipated contract award date is October 1, 2014. This procurement is issued under the authority of FAR 6.302-1 to solicit and negotiate with a single source, reflecting the contractor’s critical expertise and exclusivity.
