Trillium Trail Connection

The Trillium Trail Connection project, managed by the City of San Carlos in San Mateo County, involves the construction of a 250-foot connector trail to formalize neighborhood access between Trillium Lane and the existing Finch Trail. The scope of work includes installing a two-foot-wide trail tread of compacted soil, constructing steps, switchbacks, and rock stairs to navigate a 50-foot elevation drop, and building two wooden retaining walls with a maximum height of four feet. Additionally, the project requires the placement of fill material at the base of an existing wall and the installation of trail signage at the intersection of Club Drive and Trillium Lane. All work must be performed by hand, as machine-built trails are prohibited, and must adhere to the San Carlos Hillside Trails Plan design guidelines. Construction is strictly limited to the two-foot tread and a one-foot disturbance zone on either side, with no tree pruning or vegetation clearing permitted outside this area. The contractor is financially liable for any damage to trees within the work zone, with costs appraised by the City Urban Forester. To protect the Arroyo Willow Thicket Vegetation Alliance located east of the trail alignment, the City will install temporary construction fencing that must remain in place throughout the project. The project is classified as a forecast under NAICS code 237310 and has been granted a categorical exemption under CEQA sections 15301 and 15303 due to its minimal environmental impact.
