Combined Solicitation & Notice of Intent (SOLE SOURCE)


This is a combined synopsis/solicitation for commercial products and commercial services prepared in accordance with RFO Part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate, written solicitation will not be issued [RFO12.202(b)(1)]


(i) AFTC/PZZG intends to negotiate on a Sole Source basis with Trimax Systems, LLC for engineering and system integration services to modernize B1030’s Electrical, Gas, and Water (EGW) control infrastructure. The existing EGW control system at Building 1030 was originally engineered and programmed by Trimax and relies entirely on their proprietary Programmable Logic Controller (PLC) and Human-Machine Interface (HMI) source code.


Solicitation number FA930226Q0110 is issued as a request for quotation (RFQ).


This acquisition is not set aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.


(ii) SCOPE OF WORK:


  • System Engineering and Programming
    • PLC Logic Development: The contractor shall engineer and program the Programmable Logic Controllers (PLCs) to accurately control the designated facility equipment (e.g., pumps, valves, and generators) in accordance with the approved sequence of operations.
    • HMI/SCADA Configuration: The contractor shall develop and deploy the Human- Machine Interface (HMI) screens. The graphical interface must provide operators with real-time equipment status, historical data trending, and immediate visual/audible alarming for critical system faults.
    • Cybersecurity & Compliance: All software configurations and network integration shall adhere to current Risk Management Framework (RMF) guidelines. The contractor must ensure that default passwords are changed, unnecessary ports are disabled, and role-based access controls are implemented.
  • Installation and Hardware Integration
    • Panel Assembly: The contractor shall assemble, wire, and label all internal components of the control panels prior to site delivery. All wiring must be clearly labeled and correspond directly to the provided schematic drawings.
    • On-Site Implementation: The contractor shall physically install the upgraded components, terminate field wiring, and establish network connectivity without causing uncoordinated disruptions to ongoing facility operations.

  • Testing and Commissioning
    • Site Acceptance Testing (SAT): Following installation, the contractor shall conduct a comprehensive SAT alongside government representatives. This includes point-to-point loop checks, verification of all automated sequences, and simulated fault testing to ensure alarms trigger correctly.
    • System Cut-Over: The contractor shall manage the transition from the legacy system to the new system, ensuring continuous utility support during the cut-over phase

NOTICE OF INTENT TO SOLE SOURCE


Justification


Trimax Systems, LLC is the only responsible source capable of fulfilling the 772nd Test Squadron's (772TS/EWOX) requirement because the existing Electrical, Gas, and Water (EGW) control system at Building 1030, Edwards Air Force Base (EAFB), was originally engineered and programmed by Trimax and relies entirely on their proprietary Programmable Logic Controller (PLC) and Human-Machine Interface (HMI) source code. Although the Government received interest from five vendors during the sources sought phase, they were determined technically unacceptable because they do not possess, and cannot legally obtain, the proprietary Trimax PLC/HMI source code required to perform the upgrades without a total system replacement. Utilizing an alternate vendor would require a complete, ground-up reverse-engineering of the entire utility control network, resulting in a duplication of costs up to $500,000 that the Government is not expected to recover through competition. Additionally, this would cause an unacceptable mission delay due to prolonged facility utility shutdowns of 6 to 8 months required to engineer, install, test, and deploy a new system.



Trimax retains proprietary rights and interests in this customized software, programming, configurations, engineering methods, and related intellectual property, except to the extent that specific rights may have been expressly conveyed under an applicable contract or other written agreement. The underlying PLC and HMI manufacturers' software, development environments, firmware, and other third-party components remain subject to the respective manufacturers' intellectual property rights and license terms.



The existing control system incorporates Trimax-developed application code and configurations as well as third-party software and development tools that may be subject to manufacturer licensing requirements. Modification by a third-party integrator would therefore require appropriate software licenses, authorized development tools, access credentials, source files, technical knowledge of the existing Trimax implementation, and explicit authorization to use or modify Trimax proprietary intellectual property.



In addition, modifications to the existing PLC and HMI applications by parties other than Trimax may affect system functionality, operability, cybersecurity, safety, reliability, future support, and Trimax's ability to warrant or assume responsibility for the performance of the modified system.



Therefore, to preserve the system's technical integrity, avoid unnecessary and non-recoverable Government expenditures, and prevent critical mission downtime, Trimax Systems, LLC is the only source that can perform these integration services.

Market Research


Contracting posted a Sources Sought on SAM.gov from 13 July 2026 through 16 July 2026 and received 5 timely responses. The responses were sent to Mission Partner but deemed technically unacceptable because they do not possess, and cannot legally obtain, the proprietary Trimax PLC/HMI source code required to perform the upgrades without a total system replacement. Lastly, Contracting obtained documentation from Trimax confirming the proprietary nature of their Programmable Logic Controller (PLC) and Human-Machine Interface (HMI) source code.

This notice of intent is not a request for competitive proposals; however, all responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
