Full Description

The Naval Air System Command (NAVAIR), Patuxent River, MD intends to contract on a sole source basis with Northrop Grumman Corporation (NGC) under Basic Ordering Agreement (BOA) N00019-15-G-0026. The purpose of this action is to procure training hardware in support of MQ-4C Triton Unmanned Aircraft System (UAS). Northrop Grumman is the sole designer, developer, and integrator of the Triton UAS. Accordingly, it is the only contractor with the requisite knowledge and experience to provide the Triton specific training hardware required for these efforts within the program's cost and schedule constraints. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy the requirement. THIS IS NOT A REQUEST FOR PROPOSAL. No contract will be awarded on the basis of offers received in response to this notice. All inquires and concerns must be addressed to the Contract Specialist, Jacob Leitch at Jacob.leitch@navy.mil. Responses to this notice must be submitted by 25 November 2016. A determination not to compete this requirement is within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in a future procurement.
