The Royal Canadian Mounted Police (RCMP) is seeking to procure a firm quantity of 2,825 blue trousers for both male and female personnel according to the specific standards outlined in RCMP Specification G.S. 1045-095 dated September 13, 2024. In addition to the firm quantity, there is an option for up to 1,000 additional trousers (500 per option) that may be exercised within one and two years after contract award. Furthermore, the contract includes a provision for up to 200 special sizes available on an as-needed basis within a 48-month period following the contract award. The procurement is strictly limited to Canadian goods, defined as products wholly manufactured or sufficiently transformed in Canada in compliance with the Canadian Free Trade Agreement and Canada-United States-Mexico Agreement (CUSMA) rules. The procurement process is divided into two phases. The first phase requires interested bidders to submit a completed and signed Expression of Interest form along with a Non-Disclosure and Confidentiality of Information Agreement via email by the specified closing date. Only submissions made through this prescribed method will be considered, and incomplete submissions will be rejected if missing information is not supplied within a specified timeframe. The second phase involves the issuance of a Request for Proposal to all qualified bidders from phase one, with the contract awarded based on the responsive bid with the lowest evaluated price. The RCMP emphasizes compliance with various policies, including the Ineligibility and Suspension Policy and environmental considerations aligned with government green procurement strategies. Ongoing communication, amendments, and inquiries will be managed through the Government Electronic Tendering Service, and suppliers are encouraged to maintain visibility by registering in the Indigenous Business Directory where applicable. The contracting authority for this solicitation is Carla Schonauer of the RCMP Procurement Branch.
