TRUCK CARGO, WITH 10T CRANE

The Department of National Defence is soliciting proposals for the procurement of one (1) TRUCK CARGO, WITH 10T CRANE, to be delivered to Canadian Forces Base Halifax with a required delivery date 300 days after contract award. An optional additional unit is available for acquisition within 12 months of award, along with optional services including operator training, shipping, and travel expenses, all subject to formal amendment. The solicitation is issued under number W8476-267158/A and follows a Lowest Price Technically Acceptable (LPTA) evaluation model, where offers must fully meet all mandatory technical criteria to be considered, with selection determined solely by the lowest evaluated price among compliant submissions. Offers must be submitted electronically by May 21, 2026, at 14:00 Eastern Time to the designated email address, with attachments limited to 5 MB and formatted in standard, non-macro-containing file types. All submissions must be in one of Canada’s two official languages. The vehicle must comply with Canadian Motor Vehicle Safety Act regulations, have a minimum road speed of 110 km/h, gradability of 1.20% at 90 km/h, engine power of at least 320 hp, and a gross vehicle weight rating of 18,597 kg or higher. All packaging must be environmentally preferable—reusable, returnable, or recyclable—and wood packaging must meet ISPM-15 standards. Hazardous materials must be labeled and documented in both English and French, following the Transportation of Dangerous Goods Act and Hazardous Products Act. The contractor is responsible for delivering the vehicle under DDP Incoterms® 2020, assuming full cost and risk until final delivery. Acceptance is solely at the discretion of the Government of Canada, which retains inspection rights throughout transit and at the final destination. Contractors must provide bilingual documentation including photographs, data summaries, warranty letters for the vehicle and rust protection, and training plans. Compliance with employment equity requirements applies if the offeror has 100 or more employees in Canada, requiring submission of an Employment Equity Agreement or Form LAB1168. Certifications regarding eligibility, integrity, no conflicts of interest, and no bribery are mandatory, and failure to meet any mandatory requirement results in disqualification.
