Truckee Regional Library

The Truckee Library Joint Powers Authority is forecasting the construction of a 20,100-square-foot, single-story public library located at 10500 and 10535 Brockway Road within the Truckee River Regional Park in Truckee, California. The project scope includes the development of outdoor community programming areas such as patios, gathering spaces, and a children's reading and play area, along with approximately 37 parking spaces and necessary utility infrastructure. Key civil improvements involve the realignment of a segment of the Truckee River Legacy Trail and the conversion of the Brockway Road and Palisades Drive intersection from three legs to four to provide direct site access. The project is subject to rigorous environmental and technical standards, including CEQA compliance, the 2022 Cal Green Code, and Title 24 interior noise requirements of 45 dBA CNEL or less. Construction is scheduled to begin with site preparation on May 15, 2026, followed by grading in June 2026, and building construction extending through October 1, 2027. Special contractual obligations include the implementation of a Dust Control Plan per NSAQMD Rule 226, the appointment of a Site Safety Director for fire department approval, and the employment of a Certified Tribal Monitor for all ground-disturbing activities. Technical assessments have already been completed regarding biological resources, geotechnical soil conditions, drainage, noise, and transportation impacts to ensure the project meets all local and regional regulatory requirements.
