Trust Lands Use Plan

The San Diego Unified Port District is implementing the Trust Lands Use Plan (TLUP) under solicitation UPD #MND-2025-016 to manage approximately 8,000 acres of tidelands and submerged lands granted under SB 507. The plan establishes a comprehensive vision for the use, design, improvement, and preservation of these public trust lands across San Diego, Coronado, and Imperial Beach. Key objectives include directing future development and preservation, promoting environmental stewardship, and facilitating a diverse range of activities such as safe navigation, commerce, fisheries, and recreation. The TLUP is structured around six core elements: water and land use, mobility, ecology, safety, environmental justice, and economics, and it requires a Port Master Plan Amendment for implementation. The project has undergone a rigorous environmental review process in compliance with the California Environmental Quality Act (CEQA), resulting in a Final Mitigated Negative Declaration and a Notice of Determination dated December 9, 2025. This review analyzed potential impacts on air quality, biological resources, cultural resources, geology, hydrology, and noise, concluding that the project will not have a significant environmental effect. The plan is subject to oversight by responsible agencies including the California Coastal Commission and the California State Lands Commission. Technical specifications for the project are detailed through specific water and land use designations, area development standards, and designated planning districts.
