The Department of Defense, specifically the Naval Surface Warfare Center Dahlgren, is pursuing a sole-source, firm-fixed-price contract award to Textron Systems Corporation for the procurement of one Tsunami 24 Unmanned Surface Vehicle (USV). This acquisition includes a Prime Sensor Package as well as necessary training and integration support. The procurement is categorized under NAICS code 541330 and is being managed by the office located in Dahlgren, Virginia. The justification for this sole-source award, documented as J&A DN-25-0058, is based on Textron Systems Corporation's status as the original equipment manufacturer and their possession of proprietary data. These factors limit competition under 41 U.S.C. 1901 and FAR Subpart 13.5. The agreement was signed by Contracting Officer Doritha J. Newman on February 6, 2025, with the performance of the contract taking place in Dahlgren, Virginia.
