The Marine Corps Mountain Warfare Training Center intends to award a firm-fixed-price sole source contract to Tucker Sno-Cat Corp for comprehensive summer preventive maintenance and repairs on two government-owned Tucker Sno-Cat groomers, identified as USMC #298926 and #292033. Due to Tucker Sno-Cat Corp being the sole manufacturer and the unique regional restrictions, the procurement is conducted under FAR provisions allowing other than full and open competition. The work includes detailed inspections and servicing according to the manufacturer's specifications, such as draining fluids, replacing filters, lubricating track systems, inspecting electrical and hydraulic systems, servicing tiller components, performing valve adjustments, and rebuilding differentials and journal axles using original equipment manufacturer (OEM) parts. Additional specific repairs involve replacing 12-way blades and supporting components, fixing tiller pump shafts, and repairing any coolant leaks, leaf springs, and exhaust assemblies to ensure full operational functionality after maintenance. This contract is designated as a total small business set-aside under NAICS code 336999, and it incorporates provisions in line with Federal Acquisition Circular FAC 2005-72. The contracting office emphasizes that no requests for quotations or proposals will be solicited, and the award process follows a sole-source basis with a projected award date around July 15, 2016. Communications regarding this acquisition are to be directed to the point of contact provided by the Marine Corps Mountain Warfare Training Center, with no solicitation documents or telephone inquiries entertained at this stage. The contract reflects an exclusive requirement to maintain and repair highly specialized equipment critical to military operations using OEM parts and professional service standards.
