Solicitation # J28003
The Hawaii Department of Judiciary is soliciting proposals under RFP J28003 to provide Adult Domestic Violence Intervention services for the Adult Client Services Branch in the First Circuit (Oahu). The primary objective is to deliver evidence-based, trauma-informed, and gender-responsive cognitive-behavioral intervention services for adults and juveniles adjudicated for domestic violence, as well as supportive services for victims and children. The program aims to enhance community safety and reduce recidivism by holding perpetrators accountable and providing them with the skills necessary to prevent further victimization. Services must be provided in-person and adhere to current Hawaii domestic violence intervention standards, incorporating Motivational Interviewing and culturally responsive practices. The contract has a maximum aggregate term of four years, with a potential two-year extension based on funding and performance. Awardees are evaluated through a three-phase process, with a heavy emphasis on the provider's ability to collaborate with criminal justice agencies, the judiciary, and domestic violence coalitions. Key performance metrics include a requirement that 100 percent of completing clients create a non-violent behavior plan and 85 percent of clients demonstrate a 50 percent improvement in their understanding of domestic violence. The Judiciary will monitor performance through periodic scheduled and unscheduled site visits, audits, and a review of quarterly and year-end reports. Applicants must be registered and in good standing with the Department of Commerce and Consumer Affairs and provide tax clearances from the IRS and Hawaii State Department of Taxation for contracts exceeding 25,000 dollars. Proposals must be submitted electronically via HlePRO by December 3, 2026. The selected provider must comply with the Americans with Disabilities Act, Title VI language access requirements, and all state and federal labor laws. All awards made through the HlePRO system are subject to a 0.75 percent transaction fee, capped at 5,000 dollars for the total contract term.
