The contract pertains to the procurement of turbine disks used in the F100 engine, specifically designed to mount the first stage turbine blades. The turbine disk, part number 4075801 and National Stock Number 2840-01-303-0437NZ, is made from a titanium alloy, measures 23.1 inches in length and width, 4.6 inches in height, and weighs 56 pounds. This acquisition is a firm fixed-price, fixed-quantity contract with a scheduled delivery of 11 units per month starting from March 31, 2014, with a total quantity of 84 disks. The sole qualified source for the contract is Pratt & Whitney, which has previously completed all necessary testing and qualification requirements, thus ensuring only approved manufacturers can supply this critical component. This solicitation was issued in November 2013 with a response deadline in December 2013, and it does not include a small business set-aside or first article testing. The contract follows specific federal acquisition regulations, including limited competition authority due to the availability of supplies from a restricted number of responsible sources. Foreign ownership restrictions apply, and foreign firms must coordinate with contract personnel before submitting proposals. Electronic submission procedures are mandated, and the contract is subject to the Buy American Act and Free Trade Agreements where applicable. An appointed Ombudsman is available to address concerns during the proposal development phase, although they do not participate in proposal evaluations. The contract also includes unique identification marking requirements for unit prices exceeding $5,000.
