The Air Force Arnold Engineering Development Center intends to award a sole source contract to Honeywell International Incorporated for the purchase of two ATS100-302 air turbine starters. These components are essential for F119 engine testing operations within test cells J1, C1, and SL2, where they interface with the Pratt Whitney Test Mounted Accessory Drive and Kahn hydraulic dynamometer. To support a peak in testing activity, the hardware must be delivered to Arnold Air Force Base by September 30, 2011. The procurement is authorized under FAR 6.302-1, as the supplies are deemed available from only one source. While no formal solicitation package will be issued, interested parties may submit proof of capability, including detailed equipment descriptions and model numbers, for consideration. Final acceptance of the starters requires a Manufacturer's Test Acceptance Sheet verifying specific technical limits, including pawl liftoff and return speeds, cutout speed, and a maximum total inlet pressure of 60 psig.
