James Agricultural Lease

Solicitation # RFP-331-26

Boulder County Parks & Open Space is seeking proposals for a three-year lease of approximately 69.3 acres of flood irrigated pasture and hay ground at the James Open Space property in Longmont, Colorado. The lease is available for an annual cash rent of $4,000.00, due every December 15th. A significant incentive is provided for organic transition, offering a 50% rent reduction for the first three years, provided the tenant works with a USDA-accredited certifying agent and successfully obtains certification. Failure to certify after three years results in the rent reverting to full price and the previous discounts becoming a payable debt. Proposals will be evaluated based on best value, focusing on sustainability goals such as soil health, water conservation, and carbon emission reduction, as well as the suitability of the operational plan, the proposer's experience, and equipment availability. Selected tenants must provide a detailed operational plan and an enterprise budget. Insurance requirements are stringent, requiring Commercial General Liability of $1,000,000 per occurrence, statutory Automobile and Workers' Compensation coverage, and naming Boulder County as an additional insured. While the county maintains permanent infrastructure, the tenant is responsible for the maintenance and repair of any tenant-owned center pivot irrigation systems. Proposals must be submitted exclusively to the Purchasing office by the December 7, 2026, deadline to avoid disqualification.
